The Political, International and Legal Affairs Division provides advice and services and implements programmes that further the interests of Forum Countries in the following areas:
international relations
political and security issues
regional law enforcement cooperation and legal matters
information dissemination and publications on the Forum and its Secretariat.
Current Programmes
The Division oversees a range of programmes which include:
Forum Meetings - coordinate and organise the annual Pacific Islands Forum Secretariat meetings and Post-Forum Dialogues with non-Forum partners.
APEC ‘Active Engagement' - the economies of Forum Island Countries are closely linked to economic developments in the APEC economies. This project ensures FIC's can respond to these developments via the Forum's Observer status at APEC. Past Forum meetings supported a pro-active engagement in APEC, including the bench-marking of FIC trade and investment policies with APEC developments.
Forum/ASEAN Ministerial Meeting - coordination of the Ministerial Meeting proposed to be convened during the UN General Assembly aimed at strengthening relations between ASEAN and the Forum.
South Pacific Police-Customs Drug Enforcement Project - aimed at improving drug enforcement capabilities of regional law enforcement agencies. 1997 is the final year of the project which was approved by the Forum Regional Security Committee.
Forum Regional Security Committee - meets to coordinate law enforcement activities and regional security issues annually.
Money Laundering Training Needs Assessment - surveys the need for specialist training in dealing with money laundering.
Law Enforcement Assistance and Travel - helps Forum Island Countries access international and regional law enforcement expertise, and international processes in this area.
Legal Drafting Assistance - coordination of short-term legal drafting assistance to Forum Island Countries.
Honiara Declaration Legislative Drafting - helps Forum Island Countries draft legislation to achieve the objectives of the Honiara Declaration. The Secretariat also helps Forum Island Countries ratify and implement the 1988 UN Convention Against Illicit Trafficking in Narcotic Drugs and Psychotropic Substances.
UN Observer seat - servicing of the Forum's Observer seat at the United Nations in consultation with South Pacific missions in New York .
NPT/CTBT meeting - help to coordinate a regional position for the Nuclear Non-Proliferation Treaty Review Conference, and promote signature and ratification of the Comprehensive Test Ban Treaty. The meeting which was held from 17-18 March also covered other nuclear issues currently discussed globally.
New Caledonia Monitoring Mission - the Forum Ministerial Committee on New Caledonia is to visit the French territory again in the lead up to the 1998 referendum.
Public Affairs - publicises the views of the South Pacific Forum on issues of concern to the region. In addition to official statements issued from time to time there is a range of publications made available on a regular basis.
